Budget Analysis on the 2026 National Agricultural and Green Economy Budget

The 2026 Agricultural Budget Analysis Breakfast was convened to undertake an in-depth review of Zambia’s 2026 National Budget, with particular focus on agriculture, fisheries and livestock, and the green economy and environment. The discussion sought to assess how well these align with the transformative vision required to address the pressing challenges faced by farming communities across the country.

Jointly organized by the Food and Agriculture Organization (FAO), the Indaba Agricultural Policy Research Institute (IAPRI), and the Agricultural Consultative Forum (ACF), the meeting provided a platform for stakeholders to reflect on the budget’s implications for agricultural growth, food security, climate resilience, and market competitiveness.

Held at the Mulungushi Conference Centre in Lusaka, on Tuesday 14th October 2025 the event brought together senior government officials, private sector representatives, farmer organizations, civil society actors, researchers, and cooperating partners.

The 2026 National Budget, themed “Consolidating Economic and Social Gains Towards a Prosperous, Resilient and Equitable Zambia,” was presented against the backdrop of Zambia’s recovery from recent drought impacts and the continued need to sustain productivity growth. Participants examined whether the budget’s allocations, and priorities, were consistent with the government’s medium-term aspirations under the Eighth National Development Plan (8NDP) and the Comprehensive Agriculture Transformation Support Programme (CATSP).
